PROBLEM TO BE SOLVED: To safely pull out a hollow cylindrically wound beltlike member from the side of its inner periphery without using a transport drum and supply it to the inside of the existing pipe. SOLUTION: This construction device 5 pulls out the beltlike member 1A from the side of the inner periphery of a beltlike member bundle body 1 formed in a manner that the long beltlike member 1A formed into a spiral pipe by being spirally wound is hollow cylindrically wound and fixed. The construction device is composed of a rotary table 6 and a driving device 7 adjusting the rotational direction and rotational speed of the rotary table 6. The beltlike member bundle body 1 is placed on the rotary table 6 with the hollow part vertically directed, and the rotational direction and rotational speed of the rotary table 6 are adjusted by the driving device 7 through an operation device 8, thereby the beltlike member 1A is pulled out from the side of the inner periphery of the beltlike member bundle body 1 and supplied to the existing pipe.
