PROBLEM TO BE SOLVED: To increase resource allocation efficiency in connection management.SOLUTION: A communication management device 1 includes: a relay unit 23 for receiving a connection establishment request transmitted from a user terminal 9 and destined to a server 3, to relay the request; a management unit 24 for managing the connection, established as a result of the relay, between the user terminal 9 and the server 3; a priority calculation unit 26 for calculating user priority of the user terminal 9 related to the request; a determination unit 27 for determining the permission or rejection to relay the request according to the priority, if a connection management load by the management unit 24 is a threshold or greater; and a restriction unit 28 for restricting to relay the request, determined to be rejected, by the relay unit 23 if the connection management load is the threshold or greater. |
