PROBLEM TO BE SOLVED: To suppress a rise in a C-Plane processing load on the side of a mobile network even when a request for calling a plurality of terminals in the mobile network in a short time has occurred.CONSTITUTION: A communication system according to an embodiment of the present invention includes: an MME (Mobility Management Entity) for transmitting a paging (Paging) message; a terminal capable of establishing a session for transmitting/receiving a packet to/from a communication device, according to reception of a paging message from the MME; and a controller for requesting the MME to transmit a paging message addressed to the terminal, according to reception of a packet addressed to the terminal.SELECTED DRAWING: Figure 28
