PROBLEM TO BE SOLVED: To reliably provide transmission and reception of visible light data even when the lighting time of an LED lamp varies with time.

SOLUTION: According to an embodiment, a visible light communication device comprises a light-emitting module, a detection module, and a transmission control module. The light-emitting module causes a light-emitting source to emit visible light according to variation with time in power output value. The detection module detects timing at which the power output value exceeds a reference set value. The transmission control module superimposes transmission data on the visible light and transmits the superimposed data according to the timing.
