PROBLEM TO BE SOLVED: To give a snow road test even out of snowfall season by disposing artificial snowfall or fallen snow on a road surface, and cooling water absorptive resin made to absorb water from the snowfall or fallen snow. SOLUTION: In the case of forming a snow road surface with the snowfall and fallen snow of artificial snow, artificial snow is obtained from natural snow, artificial snow by an artificial snowfall machine, artificial snow obtained by crushing ice blocks, artificial snow obtained by freezing water absorptive resin made to absorb water, or combining these. The artificial snow made from the water absorptive resin can be obtained by making the water absorptive resin absorb water and freezing it, and particularly the artificial snow lowered in the convergence and adhesive property of resin grain is preferable since it can be adjusted to specific gravity and moisture quantity suitable for a snowfall test. A snow road surface can thereby be obtained even in a non-snowfall season to shorten a research and development period of a vehicle body and tires to be tested, and a snow road close to natural snow can be obtained by using the water absorptive resin as the material of artificial snow.
