PROBLEM TO BE SOLVED: To adjust flowing speed to contribute to conservation of a water channel and relief of a flood by constituting a ditch in a position biased from the center in a slope of a side drain channel. SOLUTION: A groove for a shield plate set is formed in the decentered direction in order to avoid a stress concentration type destruction owing to a moment in a slope of a side drain channel 1 having an appropriate length. Then, a shield plate 2 (orifice) having an appropriate height is made of a synthetic resin board or a wooden plate and set in the groove. This set is composed of about one sheet, depending on the extent of inclined degree, it is used together with an side drain unexpected to cope with the treatment. In this way, a stepwise water channel can be obtained and a cascade head is formed to reduce the flowing speed and further, it can contribute to conservation of the channel 1 and relief of a flood.
