PROBLEM TO BE SOLVED: To obtain a cosmetic which has excellent safety, water resistance, oil resistance, sweat resistance and sebum resistance and further has excellent adhesivity and smoothness, by adding a silicone and a cosmetic powdery material whose surface is treated with a fluorinated silane coupling agent. SOLUTION: This cosmetic contains (A) a cosmetic powdery material whose surface is treated with a fluorinated silane coupling agent of the formula: R1(CH2)mO(CH2)nSiX3 [R1 is a (substituted) 1-20C perfluoroalkyl or a 4-5C perfluoropolyether: X is a 1-4C alkoxy or a halogen; (m) is 0 to 10; and (n) is 1 to 10], and (B) a silicone, preferably a polysiloxane copolymer of the formula [R2 is a 1-20C perfluoroalkyl or a 4-50C perfluoropolyether; R3 is a (substituted) 1-20C alkyl or an aryl; R4 is R2 or R3; and (a), (b) are each 0 to 500]. The component B is preferably contained in an amount of 0.5 to 50 wt.% in the cosmetic.
