PROBLEM TO BE SOLVED: To provide a grouting chemical composition that can combine the securement of compatibility of the two components of an aqueous silicate solution and a polyisocyanate containing no polyether having a hydroxy group, and the suppression of drain pollution, and is excellent in foaming curability, physical properties such as strength, safety, workability and economical efficiency, and to provide a water cut-off method by stabilization/strengthening using the composition. SOLUTION: The impregnating chemical composition for stabilizing soil property comprises a 150-300 pts.wt. component (A) containing an aqueous silicate solution and a 100 pts.wt. component (B) containing an isocyanate compound, wherein, the component (A) contains an aqueous sodium silicate solution (A1), whose solid content is 35-50% and a mol ratio of SiO<SB>2</SB>to Na<SB>2</SB>O is 2-3, and a polyol (A2), and the component (B) contains an 40-80 wt.% isocyanate compound (B1), an 10-30 wt.% isocyanate compound (B2) and an 10-30 wt.% isocyanate compound (B3).
