PROBLEM TO BE SOLVED: To provide a package for a light emitting device which prevents the deterioration of the reflection rate due to blots and improves the strength, and to provide a light emitting device using the package.

SOLUTION: A package for a light emitting device includes: a substrate 31 having an installation surface 31a on which a light emitting element 2 is installed; a porous layer 33 which is composed mainly of a ceramic 21, contains pores 22, and is formed by a thin film formed on the installation surface 31a having an opening 33a into which the light emitting element 2 is inserted; and a protection layer 34 formed by a transparent member covering the porous layer 33.
