PROBLEM TO BE SOLVED: To promptly issue a warning on the occurrence of an overvoltage accident due to mistaken wiring. SOLUTION: A human-sensitive sensor 165 detects the presence of a person near a spacer 43, a human-sensitive detection signal transmission part 223 transmits presence information to a spacer management device 34 along with a spacer ID, and an overvoltage abnormality signal transmission part 221 transmits overvoltage information along with the spacer ID. A human-sensitive detection signal management DB 141 stores the spacer ID and the presence information transmitted from the spacer 43 associated with each other as database. A human-sensitive detection signal management part 113 searches the stored database based on the overvoltage information and the spacer ID of the spacer 43, and an alarm information transmission part 131 transmits alarm information warning that the overvoltage is detected to the spacer 43 corresponding to the spacer ID. In response to the transmitted overvoltage information, an alarm control part 215 presents the alarm based on the alarm information transmitted. This invention is applicable to a monitoring system.
