PROBLEM TO BE SOLVED: To provide a base-station apparatus, a mobile machine, a communication system and a channel allocation method which appropriately allocate a sub-channel to the mobile machine according to a wireless propagation environment where the mobile machine is located, without an occurrence of a reception error in the mobile machine. SOLUTION: A base-station apparatus measures a frequency variation and a time variation based on a signal transmitted from a mobile machine. Then, based on the measured frequency variation and time variation, the base-station apparatus allocates either an adjacent sub-channel or a distributed sub-channel to the mobile machine.
