PROBLEM TO BE SOLVED: To reduce wave pressure and reflected wave acting on a wall surface at offing side while providing excellent overtopping blocking performance. SOLUTION: A sloped wall surface portion 30 sloped toward offing side in a pressing manner at least to the upper portion of the offing side wall surface 20, and a wave dissipating permeable wall arranged with plurality of column bodies 41 are provided at the inner side position from the farthest front portion 31 of the sloped wall surface portion 30. By this configuration, the wave going upstream along the offing side surface of the wave dissipating permeable wall 40 is pushed back at the offing side in the upper portion of the sloped wall surface portion 30 while obtaining the wave dissipating action by the wave dissipating permeable wall 40 and the overtopping wave can be blocked.
