PROBLEM TO BE SOLVED: To provide a technique for allowing an IC card owner to authenticate an IC card issuer and an IC card service provider, and for safely performing communication among the IC card owner and the IC card issuer and the IC card service provider in a service to write an application in an IC card. SOLUTION: A terminal, an issuer server, and a service provider server are connected to a network, and an enciphered communication path is formed between the terminal and the issuer server. Then, the issuer server transmits an AP for a service application corresponding to the selected service to the terminal, the terminal prepares personal information by using the AP for service application, and transmits the personal information to the service provider server, and the service provider server transmits an application program to the issuer server, and the issuer server transmits a write certificate and the application program to the terminal, and an IC card writes the application program after confirming the validity of the application program by using the write certificate. |
