PURPOSE: A panel coupling device for forming a form is provided to couple Euro-forms where tie-fitting grooves are arranged horizontally to go crisscross with each other easily. CONSTITUTION: The panel coupling device for forming a form comprises: a form tie(110) installed between Euro-forms and provided with primary and secondary fastening holes for inserting fastening pins, wherein one of fastening holes is formed in the exposed length from the Euro-form; and a fixture(20) composed of a base(22) provided with a through hole(21) to insert a form tie(110) having fastening holes to insert fastening pins, and primary and secondary partition walls(23a,23b) installed parallel with mutually along the vertical direction from the base(22) to approach the adjacent Euro-forms.
