PROBLEM TO BE SOLVED: To allow speech communication only when authentication is successful by storing internal authentication information and setting information on an outside line speech communication function in a mobile communication device, and further to allow speech communication with an outside line only when outside line speech communication control information of a public network is received. SOLUTION: An employee code is collated with an internal authentication code and when they match each other, the outside line speech communication function is made available again. When the mobile communication device is used outside a service area, the mobile communication device is held up to a terminal machine for an attendance management system to perform communication, and a communication establishment signal from the terminal machine is used as outside speech communication function control information at a visiting place. Once the outside line speech communication function control information is obtained, the mobile communication device is used for outside line speech communication outside the service area (S82, S83). Consequently, the mobile communication device can be used as a mobile phone. Before the outside speech communication, the speech communication function needs to be made available through collation processing.
