An apparatus for getting a torque is provided to move the acting point of weight in the kinematic method without changing the location of the weight equipped inside the rotating device so that the weight unbalance occurs and the torque as energy is obtained. An apparatus for getting a torque comprises a moving body(5) including four vane installed at an angular interval of 90°; a support supporting a central axis of the body in the either side; a plurality of counterweights, two of which are equipped on each vane, and which are supported by a counterweight supporting plate(23) and a counterweight supporting plate support; and a balancing eccentric shaft(9) inserted into each vane and located in the same distance from the central axis of the body. In each vane, the two counterweights on each vane are positioned close to and apart from the central axis, respectively, and the balancing eccentric shaft is positioned between them.
