PROBLEM TO BE SOLVED: To provide a system and a method for distributing data, with which data on a literary work can be distributed with a quality required for a general user without forcing excessive rate burden to the user. SOLUTION: A distribution request receiving processing part 321 receives the distribution request of data from the user through a network, which is not shown in a figure. While referring to attribute data concerning contents data, a data retrieving processing part 322 retrieves a database and acquires the contents data requested to distribute by the user. Corresponding to the amount of rates presented by the user, a data working processing part 323 works the quality of the contents data. A data distributing part 325 distributes the contents data of the worked quality to the user. In the case of distribution, a right protecting processing part 324 applies protect processing required for protecting the literary work to the contents data.
