<P>PROBLEM TO BE SOLVED: To effectively suppress air entrainment by pressing/sticking a clearance domain 78 positioned between turning-down rollers 54 by an auxiliary roller 64. <P>SOLUTION: As the turning-down rollers 54 move outside in the radial direction, and turning-down work progresses, the tip parts of adjacent turning-down arms 51 are circumferentially separated far from each other. Then, the auxiliary roller 64 installed rotatably between the tip parts of the adjacent turning-down arms 51 is tumbled outside in the radial direction while contacting a turning-down part 44 between the turning-down rollers 54 and stretched in its rotary shaft direction.
