PROBLEM TO BE SOLVED: To smoothly efficiently conduct communications by using affordance generated by a human.

SOLUTION: A transmission side comprises: an affordance qualitative analysis section 101 determining the presence or absence of the affordance of a sender in input perception information and whether or not the affordance of the sender is correct; an affordance quantitative analysis section 103 determining whether or not the affordance is sufficiently effective one when the correct affordance is present; an affordance generation section 102 generating the affordance; an affordance emphasis section 104 emphasizing the affordance; and a perception information-forming section 105 converting the generated or emphasized affordance into perception-allowing information. A reception side comprises; a perception information selection section 109 selecting the perception information highly associated with an interest object; an analysis section 111 analyzing the affordance by referring to a knowledge database 106; and a presumption section 112 presuming the affordance by using other associated information on the knowledge database 160.
