PROBLEM TO BE SOLVED: To provide a sheet conveying device capable of conveying a sheet smoothly without damaging the sheet even if a rotary body giving a conveying force to the sheet slips relative to the sheet. SOLUTION: A composite machine 1 is provided with a paper feeding device 6 which has an upper step paper feeding tray 12, a lower step paper feeding tray 13, and a paper delivery tray 14. The recording papers put on the upper step paper feeding tray 12 and the lower step paper feeding tray 13 are conveyed by a first paper feeding roller 25 and a second paper feeding roller 26, respectively. The peripheral speed of the first paper feeding roller 25 is set to be higher than that of the second paper feeding roller 26 which is provided with a one-way clutch 92 rotating in only one direction. When the recording paper is normally conveyed, the second paper feeding roller 26 is turned together with the recording paper. When the first paper feeding roller 25 slips, a rotation driving force is transmitted to the second paper feeding roller 26 to convey the recording paper by the second paper feeding roller 26.
