The teachings presented herein provide, among other things, improved power control stability and increased system capacity in a wireless communication network by raising signal quality targets for mobile stations engaged in scheduled uplink data transmissions and lowering those signal quality targets at the end of such transmissions. As one example, the teachings herein are applied to the Enhanced Uplink (EUL) in a Wideband CDMA (WCDMA) network. In that context, the target received signal quality (e.g., SIR) for a given mobile station's Dedicated Physical Control Channel (DPCCH) signal is raised for times when the mobile station is engaged in a scheduled data transmission via its Enhanced-Dedicated Physical Data Channel (E-DPDCH), and lowered at other times. Doing so prevents the power control loop from "chasing" the potentially dramatic changes in mobile-specific interference conditions that arise in a scheduled uplink environment.
