PROBLEM TO BE SOLVED: To suppress increase in the cost of a plant supervisory and control system due to redundant structure while holding reliability of plant supervisory and control of the system. SOLUTION: Remote communication equipment 1, a plant supervisory and controlling device 2 and data communication equipment 3 are connected by providing a host network with hubs 6A, 6B and the data communication equipment 3 is connected with bay supervisory controllers 4 by providing an intermediate-order network with hubs 7A, 7B. Furthermore, the bay supervisory controlling device 4 to be installed for every bay and to perform supervisory and control for every bay and a switch gear 5 to be composed of plant equipment such as a breaker and a disconnector are connected with a low-order network. And different kinds of data are dispersedly communicated through each network in a normal condition and data communication is performed through a normal network in the case of abnormality.
