An apparatus for conveying passengers is provided to install a sensor and a transceiver requiring power inside a vehicle and to arrange control protrusions without requiring power along a traveling line. An apparatus for conveying passengers includes a plurality of supports(3,3a), a traveling rail(1), a transporting device, a base station, a top station(20), and a conveying tower(2). The traveling rail is arranged on the ground and supported by the supports. The transporting device is guided by the traveling rail. The base station has boarding and disembarking places of the passengers. The top station has a conveying place. The conveying tower conveys the transporting device from the base station to the top station. The traveling rail extends downward from the top station. The traveling rail extends from the top station to the base station along curved or annular tracks. The conveying tower has an upward conveying device to move the transporting device having the passengers. At the conveying space of the top station, the transporting device having the passengers is conveyed from the upward conveying apparatus to the traveling rail. The passengers descend to the disembarking place of the base station along the traveling rail.
