An image forming apparatus includes: an image carrying member; a developer carrying member; a conductive regulating member; and a bias applying part for applying a bias which has a polarity same as a polarity of the developer on a surface of the developer carrying member, to the regulating member during at least a developing operation. After a developer image is transferred, the developer remaining on the surface of the image carrying member is recycled by the developer carrying member. At a timing when the developer carrying member is driven in a period other than the developing operation, a potential difference between the regulating member and the developer carrying member becomes zero, or a voltage different from a voltage applied to the developer carrying member toward a side of a polarity opposite to the polarity of the developer is applied to the regulating member. |
