PROBLEM TO BE SOLVED: To provide a video signal processing device capable of realizing an optimal picture display state to various video signals at a low cost and a high speed. SOLUTION: A signal discrimination circuit 5 discriminates a scanning frequency and an effective resolution of a video source based on a synchronous signal SY. An A-D converter 1 converts a analog video signal VI into a digital video signal in response to a sampling clock SCK, and sends it to a resolution conversion circuit 2. The resolution conversion circuit 2 writes the digital video signal in picture memory 6 as a picture data. A microcomputer 7 detects an effective display area of the video signal based on the picture data stored in the picture memory 6; corrects a frequency dividing ratio of a PLL circuit 4 based on the detected effective display area; corrects the phase of the sampling clock SCK outputted from a phase control circuit 3; and corrects a location of the picture data written in the picture memory 6 by the resolution conversion circuit 2.
