<P>PROBLEM TO BE SOLVED: To provide a developing device in an image forming apparatus, in which an image density decrease resulting from an increase in the amount of charged toner in a low temperature/low humidity environment is prevented with a simple configuration and by toner scatter resulting from insufficient charging in a high temperature/high humidity environment is prevented without a remarkable increase in the resistance of carrier, and image formation can be performed while ensuring high image quality for a long time in wide environmental conditions from high temperature/high humidity to low temperature/low humidity. <P>SOLUTION: An increase in the amount of charged toner in a low temperature/low humidity environment is prevented by using a water container and a stirring belt, thereby humidifying the inside of the developing device efficiently. The resistance of carrier is made high so as to prevent insufficient charging in a high temperature/high humidity environment. Acceleration of insufficient charging in a high temperature/high humidity environment, which results from a resistance value decrease caused by carrier deterioration resulting from an increase in the number of sheets subjected to image formation is prevented by supplying carrier from a carrier container.
