PROBLEM TO BE SOLVED: To reduce or eliminate the disadvantage and the problems that accompany the conventional method of utilizing traffic management resource. SOLUTION: A step for notifying availability of traffic management resource to a node includes a step for determining the number of traffic management resources tracking use of bandwidth by a tunnel in a first node, which is available in the first node. The number of available traffic management resources are recorded in a link state advertisement. The link state advertisement is transmitted to at least one second node.
