PROBLEM TO BE SOLVED: To reduce density irregularities of an image formed to a recording medium, and also to prevent the granularity from being degraded. SOLUTION: The image forming apparatus 10 which forms the image to a predetermined recording medium by carrying out a digital halftone process using a threshold matrix 160 is equipped with a droplet hitting characteristic-measuring part 162 (ejection characteristic-specifying means) which specifies a characteristic of hitting droplets of a plurality of nozzles that hit droplets of ink to the recording medium, and an optimization process part 164 (threshold correcting means). The optimization process part 164 carries out first threshold correction of reducing the density irregularities generated in the image as a result of errors of the droplet hitting characteristic of the nozzles by correcting the threshold matrix 160 on the basis of the errors of the specified droplet hitting characteristic of nozzles, and also carries out second threshold correction of reducing the granularity of the image by correcting the threshold matrix 160 passed through the first threshold correction on the basis of a threshold in the threshold matrix.
