A call sale service offering system and a method therefor are provided to discount or exempt telephone fees through remaining frequency resources, so that a user can make inexpensive calls, thereby realizing customer satisfaction and obtaining effect of improvement of a company image, then implementing effect of a profitability increase through the increase of overall traffic. An information collecting device(110) collects traffic information of a predetermined preceding time period from each base station and list information on first users being in call waiting state, from each base station. An idle rate calculator(120) calculates idle rates of each base station by using the collected traffic information. A call sale base station selector(130) selects a base station whose calculated idle rate satisfies a predetermined reference value as a call sale target base station. A call sale target determiner(140) determines a call sale target of the first users. A call sale service controller(160) performs a control operation regarding a call sale service for the determined call sale target. |
