PROBLEM TO BE SOLVED: To provide a belt sleeve vulcanizing device and a belt sleeve vulcanizing method capable of preventing arrangement turbulence of a conductor. SOLUTION: This belt sleeve vulcanizing device 1 includes two pulleys 2 and 3 wound with a belt sleeve 40 including an unvulcanized rubber layer and the conductor spirally wound on this unvulcanized rubber layer, a pair of press metal molds 6 composed of a first press metal mold 7 arranged outside the belt sleeve 40 and a second press metal mold arranged inside the belt sleeve 40, so as to sandwich the belt sleeve 40 respectively provided with heating heat boards 9 and 10 and wound on the two pulleys 2 and 3, and a heat cutoff means 20. The heat cutoff means 20 is arranged between the second press metal mold 8 and an opposite side part of its press surface 8a to the second press metal mold 8 of the belt sleeve 40, and cuts off heat transfer to the belt sleeve 40 from the second press metal mold 8 including the second heat board 10.
