PROBLEM TO BE SOLVED: To provide an apparatus and a method for carrying a tape-like circuit board stably to/from a mounting position and a part mounter comprising that carrying apparatus. SOLUTION: A tape-like circuit board 4A rewound from a supply side reel 12 and imparted with a tension by a first tension roller 44 is positioned at the IC chip mounting position of a mounting table 13. An IC chip is then fixed to the tape-like circuit board and the board is entrained about a sprocket 49 at the feed-out position before being imparted with a tension by a second tension roller 46 and wound around a reel 11 on the containing side.
