PROBLEM TO BE SOLVED: To reduce frequency and bands of access requests to a main memory, when a new packet is created on the main memory and transferred to a DMA to be inserted into an output stream during recording digital broadcasting on videotape. SOLUTION: When a transport stream is input into a transport stream processor 10, a packet identification circuit 101 determines a processing method for the packet on the basis of a packet identifier given to the packet. A new packet aligned with a stream to be recorded on videotape is created on a main memory 12 of a CPU 11. A DMA circuit 103 reads the new packet and stores it in a packet memory circuit 104 once. When data of one or more packets is stored to the packet memory circuit 104, a stream output circuit 106 creates and outputs a stream for videotape recording, according to processing determined by the packet identification circuit 101 and instructions by the DMA circuit 105.
