PROBLEM TO BE SOLVED: To provide a heating and cooling device capable of securing sufficient heat exchanging amount per unit time. SOLUTION: A jacket part 2 is arranged on the outer circumference of a reaction vessel 1, and a multitubular heat exchanger 3 is arranged on the inside of the reaction vessel 1. A steam supply pipe 14 and a cooling water supply pipe 14 are connected to the jacket part 2 and the multitubular heat exchanger 3. A projecting resistance plate 5 having a height gradually reduced toward the lower part is mounted on an inner end of the reaction vessel 1. Stirring blades 16 are mounted at a central part inside the reaction vessel 1. Of the stirring blades 16, a lower stirring blade 22 is made larger and an upper stirring blade 23 is made smaller. The reaction vessel 1 is heated by supplying steam from the steam supply pipe 15 to the jacket part 2 and the multitubular heat exchanger 3. On the other hand, the reaction vessel 1 is cooled by supplying cooling water from the cooling water supply pipe 14 to the jacket part 2 and the multitubular heat exchanger 3.
