PROBLEM TO BE SOLVED: To perform efficient monitoring information processing without transmitting monitoring information which is low in priority or unnecessary nor an alarm signal, and to enables a maintenance staff to immediately recognize that transmission of monitoring information between a monitoring device and a monitoring server is stopped in such a case. SOLUTION: Monitoring information and an alarm signal transmitted from the monitoring device are temporarily stored in a receive buffer in the monitoring server, and monitoring information excluding unnecessary information is transmitted to a host monitoring system. At this time, the buffer amount of the receive buffer is checked and when the buffer amount exceeds a predetermined threshold and transmission is stopped in a transmission layer, the monitoring server transmits transmission stop occurrence information to the host monitoring system. Here, the transmission stop occurrence information can be preferentially transmitted by providing the monitoring server and host monitoring system with priority communication ports. In this case, the host monitoring system is operative to preferentially processing the transmission stop occurrence information received through the priority communication port.
