An apparatus for rotating a tape reel is provided to implement the attachment and peeling of a cover tape in one equipment by using a winding unit for rotating a reel in a winding direction. A tape reel(112) is installed on a reel shaft(110). A winding unit(120) transfers the revolution of a driving unit to the reel shaft to rotate the tape reel in a winding direction. The winding unit allows the tape reel to slip with a certain resistance coefficient, and idles when the tape reel is rotated in a winding release direction. A winding release unit(130) is coupled to the reel shaft. The winding release unit idles when the tape reel is rotated in a winding direction, and allows the tape reel to slip with a certain resistance coefficient when the tape reel is rotated in the winding release direction.
