In order to monitor the distribution of events that occur relating to a vehicle on a time band basis, an on-board device (100) is provided with: a detection unit (101) that detects the on and off of a starter switch (111) in a vehicle (110); a reception unit (102) that receives from the vehicle (110) vehicle information relating to an event that occurred in the vehicle (110) when the starter switch was on; an accumulation unit (103) in which the vehicle information received from the vehicle (110) between when the starter switch (111) was turned on and when turned off is accumulated as time-band based on-board device accumulated information (131) while being subjected to a process; and a communication unit (104) that transmits the time-band based on-board device accumulated information (131) to a wireless communication terminal (120) disposed outside the vehicle (110). |
