A method and apparatus for transmitting and receiving background noise and a silence compressing system. Classifying the background noise into different categories based on the noise character, establishing correspondence between noise character and noise categories, setting different background noise categories correspond to different silence insertion descriptors(SID) frame structures. The transmitting end confirms the category of current background noise based on the noise character and established correspondence between noise character and noise categories, generates silence insertion descriptors(SID) frame based on the frame structure correspond to the noise category, and transmits the silence insertion descriptors(SID) frame. Because adopting SID frames with different structures to describe background noise with different noise character, the character of various background noise can be accurately described, the comfort background noise synthesized by decoding end can well matches the background noise character of coding end, and enhanced quality of synthesized voice can be achieved.
