A transgenic plant having greater photosynthetic resource use efficiency than a control plant; wherein the transgenic plant comprises an exogenous recombinant polynucleotide comprising a photosynthetic tissue-enhanced promoter and a nucleic acid sequence that encodes a polypeptide comprising SEQ ID NOs: 2, 62, 106, 138, 174, 204, 246, or 282, or SEQ ID NOs: 2n where n=1 to 164; wherein the promoter regulates expression of the polypeptide in a photosynthetic tissue to a level that is effective in conferring greater photosynthetic resource use efficiency in the transgenic plant relative to the control plant; wherein the control plant does not comprise the recombinant polynucleotide; wherein the promoter does not regulate protein expression in a constitutive manner; and wherein expression of the polypeptide under the regulatory control of the promoter confers greater photosynthetic resource use efficiency in the transgenic plant relative to the control plant.
