PROBLEM TO BE SOLVED: To provide a concrete flat plate capable of suppressing the amount of energy consumption by increasing the speed of rising of a surface temperature and a heat efficiency. SOLUTION: This concrete flat plate is formed by laminating a hard body (surface layer: desirably one with a thickness of 70 mm or thinner) of a mixture containing a cement, particles (Example: silica fume of 5 to 25 m<SP>2</SP>/g in BET specific surface area), aggregate of 2 mm or smaller in particle size, a water reducing agent, and water on a concrete (base layer) smaller in heat conductivity than the hard body.
