<P>PROBLEM TO BE SOLVED: To provide a non-contact IC card reader-writer capable of easily inspecting the normal operating state of receiving circuits in the case of communicating with a non-contact IC card with different modulation systems between a transmit signal and a receive signal. <P>SOLUTION: This non-contact IC card reader-writer is provided with an inspecting circuit 9 controlled by a control circuit 2 to output inspection processing signals for determining whether the receiving circuits 7, 8 are normally operated. In the reader-writer, since the modulation systems differ between transmission and reception, the inspecting circuit 9 uses the modulation system receivable by the receiving circuits 7, 8, to generate and output the inspection processing signals. When operating the inspection circuit 9, the control circuit 2 operates the receiving circuits 7, 8 using the function of a logic transmitting circuit 4 operated in normal communication. The receiving circuits 7, 8 receive the inspection transmit signals output by the inspecting circuit 9, carries out demodulation signal processing and output to the control circuit 2.
