Disclosed are a resource scheduling method, a message sending method, and devices, which fall within the technical field of communications. The method comprises: acquiring pavement state data generated by a plurality of user equipment (UE) in a running process; and performing resource scheduling on the plurality of UEs according to the pavement state data. The pavement state data generated by a vehicle-mounted UE on a pavement in the running process is acquired in real time by means of a base station, and an actual pavement situation potentially influencing communication is obtained so as to determine whether the current resource scheduling is rational, such that resource scheduling is performed on the UE on the basis of the actual situation, and the reuse rate of resources and the success rate of the communication between vehicles in an internet of vehicles can be improved. |
