PROBLEM TO BE SOLVED: To provide an antibacterial water-base composition which is a water-base composition supplied with a visible-ray type photocatalyst and a microbial inhibitory agent, and can form a coating film that fully exhibits microbial inhibitory action regardless of an illumination condition even in an ultraviolet ray-lacking room, particularly in a room in a medical institution. SOLUTION: In order to prepare the antibacterial water-base composition, which contains at least one synthetic resin emulsion, a silicon compound, and a visible ray-responsive photocatalyst, is supplied with an organic emulsion-stabilizing dispersant to keep the photocatalyst particles in a good suspension state and an appropriate amount of a microbial inhibitory agent.
