A plasma display panel is provided to reduce a production cost by adding ZnO or Bi2O3 in a dielectric layer having low specific gravity, which does not violate ROHS(Restriction of the use of certain Hazardous Substance). A plasma display panel includes a dielectric layer(103) containing at least one of ZnO and Bi2O3. A content of ZnO or Bi2O3 is in a range of 50wt% to 70wt%. The dielectric layer contains CeO2 or CuO of less than 1wt%. Also, the dielectric layer contains TiO2 or BaO of less than 5wt%.
