An apparatus and a method for searching still images are provided to significantly reduce time for searching the still images, thereby improving searching efficiency of still images by decoding a part of data constituting each still image without decoding all data of the still image. DCT(Discrete Cosine Transform)-compressed still images are decoded(S202). The number of high frequency components, which are detected while decoding still images, is reduced and computed(S203). The decoded still images are displayed based on the reduced number of high frequency components(S204-1,S204-2,S204-3). Displaying decoded still images is performed by outputting the still images in a thumbnail image format through one screen.
