An inter-layer motion prediction method in encoding/decoding a video signal is provided to improve data coding rate irrespective of the picture type of a video signal when a plurality of layers is coded. For an inter-mode macroblock and an intra-mode macroblock of a base layer, which are vertically adjacent to each other, information on the motion of the inter-mode macroblock is set as information on the motion of the intra-mode macroblock, and then motion information on a pair of vertically neighboring macroblocks to be used for inter-layer motion prediction is obtained on the basis of the inter-mode macroblock and the intra-mode macroblock.
