PROBLEM TO BE SOLVED: To provide a turbine seal device, a turbine and a thin plate for the seal device in which the seal device has a thin plate seal structure and a vibration caused by a flattering of the thin plate can be effectively restricted while appropriately realizing a non-contact state of the thin plate (leaf) against a rotor.SOLUTION: A turbine seal device arranged around a rotor so as to partition a high pressure space and a low pressure space comprises a plurality of thin plates arranged along an outer circumferential surface of the rotor each of which includes a base end part positioned at outside in a radial direction of the rotor and supported at a stationary part of the turbine and an extremity end positioned inside in a radial direction of the rotor and having an extremity surface opposing against the outer circumferential surface of the rotor, each of the thin plates has a width direction of the thin plate that is in parallel with an axial direction of the rotor on a base end part side, and the extremity end of each of the thin plates shows that, in a cross section along the width direction of the thin plate, one end at the high pressure space is positioned at a downstream side in a rotating direction of the rotor rather than the other end of the low pressure space.SELECTED DRAWING: Figure 4
