PROBLEM TO BE SOLVED: To avoid the occurrence of defects in development and make it possible to resolve a problem of carrier transitions when development is performed in a two-component developing system.SOLUTION: A pre-electricity elimination light emitting part 44 irradiates with electricity elimination light a first electricity elimination target area 413 in an effective outer peripheral surface 410 of a photoreceptor 41 on which an electrostatic latent image can be formed. The first electricity elimination target area 413 includes from a part of a magnetic brush contact area 411 on the effective outer peripheral surface 410 to an area between the magnetic brush contact area 411 and a toner image transfer position P4.
