PROBLEM TO BE SOLVED: To provide a ballot issuing system issuing ballots by displaying a two-dimensional code formed by reducing a data volume and a size.SOLUTION: The ballot issuing system comprises a portable information terminal in which ballot information corresponding to ballot items is input, and a ballot terminal receiving the input ballot information from the portable information terminal and issuing ballots. The portable information terminal 4 includes: a data conversion section 28 of the portable information terminal that combines the ballot information with a plurality of ballot items out of the input ballot items, and converts the combined ballot information into data formed by reducing the number of digits more than a total number of digits of the plurality of ballot items before the combination; an encode section 30 of the portable information terminal that encodes the data, the number of digits of which is reduced, and converts the data into two-dimensional codes; and a display section 22 of the portable information terminal for displaying the converted two-dimensional codes. |
