Provided is a rubber composition that is for a hose and that can achieve both the flame-retardancy of a vulcanized rubber and the shelf stability of an unvulcanized rubber. Also provided is a hose. This rubber composition for a hose contains a rubber component and a chlorine flame retardant and is characterized by including less than 70 parts by mass of chloroprene rubber in 100 parts by mass of the rubber component and by comprising 5 parts by mass or more of the chlorine flame retardant per 100 parts by mass of the rubber component.
