PROBLEM TO BE SOLVED: To start a vertical shaft windmill by low speed wind and control rotation speed in high speed wind not to be excessive. SOLUTION: A weight is mounted on a drag type Savonius type half cylinder blade. Mass of the weight is set to make centrifugal acceleration of the weight larger than that of a blade main body. As rotation speed gets high, rotary radius of a pair of blades contracts and approaches to a cylinder. If rotary speed gets much higher speed, the blade generates reverse torque. The drag type windmill is made not to become a load in a zone where the lift type windmill becomes efficient while improving startability of the lift type windmill by combining the drag type windmill and a lift type windmill, and reverse torque is generated against excessive wind speed to suppress rotation speed.
